After Kerala, Telangana to bring in Special Road Safety Bill

The Telangana state government will enact a special law on road safety to prevent road accidents by mandating certain standards in the construction of highways and maintenance of safety and preventive features.

The government plans to introduce the Special Road Safety Bill in the forthcoming budget session of the Assembly. When it is passed, Telangana state will be the second after Kerala to have a road safety law.  An official of the transport department said that a draft of the bill was under examination by the law department.

Sources said the new act mainly aimed at coordinating efforts between roads and buildings, medical and health and traffic police departments, right from construction of the road to maintaining safety standards to preventing accidents and participating in rescue operations if there is any eventuality.

The official said that after the introduction of the new law, the job of the roads and buildings department would not just be to construct roads but also take care of regulation of traffic on the state and national highways and enforcement of traffic laws. The new law stipulates deployment of mobile squads on highways to regulate traffic and ensure that motorists adhere to speed limits.

The official said the Union transport ministry had constituted a committee headed by a retired judge of the Supreme Court, which recently conducted a meeting with chief secretaries and secretaries of transport departments of all states to discuss measures to reduce road accidents by at least 50 per cent. The committee asked state governments to submit reports within three months on the steps being taken to maintain safety standards.

The official said that about 5,000 people were killed in road accidents in the state every year. To reduce the numbers, police had identified accident-prone areas on highways and were taking preventive measures. ‘Black spots’, where accidents could occur, are also being rectified in urban areas.

Xi, Modi may discuss US’ trade protectionism in Bishkek: China

Describing Prime Minister Narendra Modi and President Xi Jinping as “good friends”, China on Monday hoped that the two leaders would discuss their respective trade frictions with the US and reach a consensus on opposing trade protectionism during their “very important” meeting this week on the sidelines of the SCO summit in Bishkek.

This year’s summit of the Shanghai Cooperation Organisation (SCO) will be held in the Kyrgyz capital of Bishkek on June 13-14 where Modi and Xi are scheduled to meet and discuss bilateral and international issues.

The meeting assumes significance as this is the first meeting between the two leaders after Modi-led BJP’s massive victory in the recent elections in India. Xi had congratulated Modi on his re-election through a letter on May 23.

“Once again we congratulate Prime Minister Modi. President Xi and Prime Minister Modi are good friends. They had very successful informal summit at Wuhan last year,” Chinese Vice Foreign Minister Zhang Hanhui told a media briefing here answering a question on the Modi-Xi meeting.

He said the Wuhan summit has provided strategic guidance for the development of India-China ties, paving the way for stable growth of China-India relations in the long run.

The April 27-28 Wuhan summit between Modi and Xi was largely credited to have turned around the bilateral relations soured by the 73-day Doklam standoff in 2017, triggered by Chinese troops’ attempt to build a road close to the Indian border in an area also claimed by Bhutan.

After the Wuhan summit, both the countries stepped up efforts to improve relations in different spheres including the military-to-military ties.

When asked about the meeting between the two leaders on the sidelines of the SCO summit, Zhang said, “While the details for the meeting are under discussion, I believe every bilateral meeting between President Xi and Prime Minister Modi is very important. From the Chinese side, we will make good perpetrations for the success of bilateral meeting.”

He also said the China-US trade war and the “spectre” of emerging trade frictions between the US and India could become important part of the discussions between the two leaders. “Whether they will talk about trade fictions between China and the US and the spectre of trade frictions between the US and India, such things are not surprising. I believe this could become an important topic in his bilateral meetings with the related leaders,” he said.

The two countries have been in an escalating conflict over trade for the past year. The scope of the battle has expanded in recent months as Washington has tightened trade restrictions on Chinese telecoms giant Huawei.

Hopes for an imminent trade deal were shattered in May after the Trump administration more than doubled tariffs on USD 200 billion of Chinese imports and threatened additional duties.

US President Donald Trump is demanding China to reduce massive trade deficit which last year climbed to over USD 539 billion. He is also insisting on China to workout verifiable measures for the protection of intellectual property rights (IPR), technology transfer and more access to American goods to the Chinese markets.

Chinese officials hope that India, which is also facing trade frictions with the US specially over termination of its designation as a ‘beneficiary developing country’ under the Generalised System of Preferences (GSP), would join the fight against Trump’s protectionist policies.

“Trade protectionism and unilateralism are very much on the rise. How to respond to the bullying practices of the US, its practice of trade protectionism this is an important question not only to China, but also has direct bearing on the recovery of global economy,” Zhang said.

“So I would say it will be helpful if the two leaders could exchange views and we hope their communication will lead to extensive consensus on upholding justice and opposing trade protectionism,” he said.

“I hope with their cooperation, the two countries will not only enhance bilateral trade but also play an important role in promoting global economy,” he said. Xi will exchange views with his foreign counterparts on bilateral and international issues as well, he said.

Wife of journalist moves SC, challenges his arrest for post on Yogi Adityanath

The wife of Delhi-based freelance journalist Prashant Kanojia has moved the Supreme Court for his release. The Supreme Court, however, has decided to hear the matter on Tuesday.

Kanojia was arrested on Friday evening for allegedly maligning the image of Uttar Pradesh Chief Minister Yogi Adityanath.

The petition claims that necessary legal guidelines were not followed during the arrest and therefore it is illegal.

Her lawyer told the court that Kanojia was “unceremoniously arrested by the UP police and it is illegal. Please take up the case today itself.”

Prashant Kanojia, a freelance journalist, was arrested by Uttar Pradesh police in Delhi on Saturday for a tweet that had “objectionable comment” on Adityanath.

Kanojia was arrested after a complaint was filed alleging that he tried to “malign” the Chief Minister’s image. He had shared a video on Twitter and Facebook of a woman speaking to reporters outside Adityanath’s office, claiming that she had sent him a marriage proposal.

Senior superintendent of police (SSP) of Lucknow, Kalanidhi Naithani, said the initial probe provided evidence against Kanojia under Section 505 of IPC for making, publishing or circulating false statements, report or rumour and under Section 67 of the Information Technology Act for transmitting obscene material in electronic form.

A man was arrested in Gorakhpur for allegedly ‘defaming’ Uttar Pradesh Chief Minister Yogi Adityanath on social media on Sunday. This was the fourth arrest in the last three days.

On Saturday, a freelance journalist, an editor of TV channel and its owner were arrested over the contents that were considered objectionable against the Uttar Pradesh Chief Minister.

The arrests sparked a huge debate on social media on freedom of expression and top editor’s body in the country calling it an “effort to intimidate” the media.

The police on Sunday evening tweeted about the fourth arrest after a complaint against the man was received on Twitter. He was held for posting “objectionable content” on the CM. The mobile phone was also seized at the time of the arrest.

On Sunday, the police added fresh charges against Prashant Kanojia. The police also sealed the premises of the private TV news channel in Noida for allegedly running without a license, a day after arresting the head and its editor.

Officials said that documents showed the channel had a licence for ‘Network 10’ and not ‘Nation Live’, making it illegal. A separate case was registered under various sections of the IPC.

Apart from Kanojia, Ishika Singh, who heads private news channel Nation Live and Anuj Shukla, its editor were arrested, in Noida on Saturday. On June 6, during a debate on the channel, the woman, whose video Kanojia shared, had allegedly made defamatory remarks against the state CM.

The Editor’s Guild of India has condemned the action against the media-persons and called it “an effort to intimidate the press, and stifle freedom of expression”.

“We express our collective outrage at the manner in which Prashant Kanojia, Ishita Singh and Anuj Shuklahave been arrested by UP Police,” Indian Women’s Press Corps, Press Club of India, South Asian Women in the Media Press Association said in a joint statement.

Aunty Kareena’ Trolled For ‘Looking Old’ In Selfie

A photo of Kareena Kapoor, from her Tuscany family trip, has been shared by fan-clubs but only for the 38-year-old actress to be trolled for “looking old.”

The now-viral selfie features a close-up shot of the actress, sun-soaking in Tuscany and the only observation a section of the Internet could make is: “She has grown old.”

While fans of Kareena Kapoor jumped to her defence with comments such as “old is gold” and how “gorgeous” the selfie is, trolls posted comments such as “She looks aged and lifeless”, “She is getting old now” and “old Kareena.”

Some vile comments even referred to her as “aunty.” What’s wrong with the Internet, seriously? Kareena Kapoor is married to actor Saif Ali Khan and they are parents to 2-year-old son Taimur.

Meanwhile, some users didn’t hesitate to troll the actress for looking “malnourished” in the selfie.

Comments such as “Give her some glucose”, “please eat some food”, “Looks unwell and undernourished” are a dark reminder of when she was brutally trolled for “looking like a skeleton” in a photo that showed off her toned mid-riff last year.

Here’s the viral selfie.
